Policy Priorities

The coalition prioritizes achieving these six policy goals in our effort to reform the Federal Home Loan Bank system.

Clarify and help define the FHLBanks’ mission as supporting liquidity for housing and community development.
Increase FHLBank transparency and accountability as they are a government sponsored enterprise (GSE). This includes required periodic reporting that is consistent and comparable across the FHLBanks.

Expand monetary support for affordable housing and economic development by increasing the mandatory AHP contributions from 10% to 30% of annual net income.
Make AHP initiatives and “voluntary” FHLBank affordable housing and community development programs more useful and geared towards fair housing goals and LMI housing.
Develop strategies to more fully leverage the balance sheets of FHLBanks and their members, especially the use of advances to support affordable housing and community development.

Reform membership requirements, including by easing access to the system and its benefits for CDFIs and strengthening the mission test applied to membership to ensure an ongoing commitment to housing and community development from all members.
